Sgt. Brian Franz, the NCOIC of the Personal Security Detachment for 2nd BCT's Information Operations cell, passes out a flyer containing the new Transitional Administration Law to an Iraqi man during a mission in Kirkuk April 14. TAL was written by the Iraqi Governing Council and is supported by the Coalition Provisional Authority. It specifies the structures of a transitional government during an interim period beginning with the transfer of sovereignty on July 1. It will ensure that the people of Iraq will never again suffer at the hands of another dictator. It will also enable Iraqis to write and ratify a permanent constitution and to elect a permanent government by the end of 2005, at which point the TAL will cease to exist.
